Sajid Baloch , Secretary, National Security Division
Mr. Sajid Baloch is an officer of the Pakistan Administrative Service (PAS) 1995 batch (23rd CTP) with 3 decades experience of working in public sector and development sector at the highest level, including United Nations. He holds Masters in Development & Environment from Kings College London, and Electrical Engineering from NED. He is winner of British Chevening scholarship. He possesses extensive experience of public policy, governance, education, TVET Skills & Employment, poverty alleviation, gender, law, international/donors liaison, technology, energy, climate change, administration, human resource management, institutional reforms, and project management etc. Mr. Sajid Baloch is currently serving as Secretary, National Security, with the Prime Minister and National Security Advisor. He previously served as the Federal Secretary. Science & Technology. Islamabad, managing 17 Organizations and universities. He also served as Special Secretary, Cabinet Division looking after Federal Cabinet, Regulatory Authorities etc. Moreover, he also served as Executive Director, NAVTTC National Vocational and Technical Training Commission, Ministry of Education, and provided skills training & scholarships to 1,70,000 youth. Also served as Registrar, Islamabad High Court. Mr. Sajid Baloch served with distinction as Deputy Permanent Delegate of Pakistan to UNESCO in Paris, including Member of Governing Executive Board of UNESCO responsible for coordination & programmes of UNESCO, and he was a key member of the 12 member drafting group of Global Development SDG-4-Education Agenda 2030. Additionally, he has also served as Joint Secretary / Financial Advisor, Ministry of Finance. He served as Director General, BISP (Benazir Income Support Programme) in charge of Complementary Initiatives CI/Graduation/ Social Protection programs. He served as DG Basic Education managing 13000 schools and 5,00,000 students. Served in UNDP and UNOPS for 4 years as Head of GSP Gender Governance programme $88m, with 3 of his projects winning international awards. Served as Director, Development/Finance/Excise/Industries/Labour/Agriculture, Islamabad Capital (ICT) Administration and Deputy Secretary Establishment Division. Also served as Deputy Commissioner of 4 districts. He possesses excellent inter personal skills, and experience of working in a multi stakeholder, multi cultural environment (UNESCO HQs Paris, UNDP).
